What Is Being Looked For

The panel wants to hear how you looked beyond the immediate delivery target. At Grade 6, this should include the effect on users, connected policy commitments or future operational capacity. Your answer should show how you brought that wider context into a real decision.

Use B-STAR to establish your strategic belief and the programme responsibility you held. The action should explain how you gathered different forms of evidence, tested assumptions with policy and operational leaders and translated the findings into options for senior decision makers.

A strong answer makes the trade-offs visible. Senior decisions rarely offer a perfect outcome. Explain how you balanced pace, cost and policy intent, then show why your recommendation gave the organisation a credible path.

The result should extend beyond the immediate project milestone. Include the effect on the policy outcome or the way later delivery was shaped. This helps the panel see that you understood the system around the programme.

At this grade, explain how you communicated the wider context to others as well as how you understood it yourself. Strategic awareness has more value when it changes a recommendation, aligns teams or protects a policy outcome through delivery.

Example Answer

I believe programme decisions should support the policy outcome they were created to deliver, even when the immediate delivery plan appears successful on paper.

As a Grade 6 programme lead, I was responsible for expanding a grant service to a second group of applicants. The existing plan focused on opening the service quickly. During readiness work, operational teams warned that the evidence rules would create difficulty for applicants with limited digital access. Proceeding unchanged would have met the launch date while weakening the policy aim of reaching underserved groups.

I reviewed user research, rejection reasons from the first phase and contact-centre data. I asked the policy team to clarify which evidence requirements were essential and which came from the original delivery design. I also worked with operations to estimate the volume and cost of assisted applications under different approaches.

I developed options covering a full launch, a short delay or a phased opening with an assisted route. I set out the effect of each option on reach, cost and confidence in the service. I recommended the phased route because it protected the policy objective while allowing the digital service to open. I secured director agreement and established measures for uptake and rejection by applicant group.

The service opened within the planned quarter and the assisted route was used by the intended group. Early rejection rates were lower than forecast, and the evidence from the phase informed the permanent service design.
