What Is Being Looked For
The panel is looking for a reason the partnership was needed and evidence that you shaped it. At Grade 6, show how you understood the external organisation’s priorities, established trust and created accountability for delivery.
Use B-STAR to explain your belief about partnerships with a clear purpose. The action should cover how you identified the partner, agreed roles and resolved differences. Explain how you managed information, governance or risk across organisational boundaries.
A weak answer describes positive meetings and a signed agreement. A stronger answer shows what changed because the partnership existed. Include the decision or service outcome and your personal contribution.
Prepare for a follow-up about sustainability. Explain how the relationship was maintained and how both organisations reviewed performance. Be honest about where interests remained different.
A useful partnership answer also explains what you would do if a partner stopped meeting its commitment. This shows that you valued the relationship while retaining a clear route to protect delivery.
Example Answer
I believe external partnerships work when each organisation can see a clear benefit and the practical accountabilities are agreed early. Good relationships support delivery, but they cannot replace ownership.
As Grade 6 lead for an employment support programme, I needed access to local referral routes that the department could not provide directly. Several councils already worked with community organisations, but previous national engagement had produced inconsistent local agreements.
I met council and voluntary-sector leaders to understand their priorities and found that they wanted better information about whether referrals led to sustained support. I proposed a partnership model that gave local organisations a simpler referral route and returned agreed outcome data, while protecting personal information.
I worked with legal and data colleagues to define the information that could be shared. I established a joint steering group and agreed a small set of measures with named owners. One council wanted a separate process, which would have increased complexity. I used service-volume evidence to show the cost and offered flexibility in local contact arrangements while keeping one referral standard.
Three councils adopted the model during the first phase. Referral completion increased and partners received regular outcome information for the first time. The steering group resolved early data-quality issues and agreed the route for expansion. The model was then offered to further areas with the same core governance.
