What Is Being Looked For
The panel wants to hear how you defined the decision, established what evidence was essential and made responsible use of uncertainty. At Grade 7, this should include strategic consequence, consultation with relevant experts and clear accountability for the recommendation.
Use B-STAR to explain your decision principles and the authority you held. In the action section, separate confirmed facts from assumptions. Explain how you tested the most important assumptions and considered options with different risk profiles.
A strong answer shows that you did not wait for perfect information when that would create greater harm. It also shows that you did not disguise the uncertainty. Senior leaders should understand the limits of the evidence and the controls attached to the chosen route.
The result can include a staged decision or a review point. This demonstrates that you created a way to learn and adjust while still giving the organisation direction.
Senior decision evidence also benefits from a clear account of dissent. Explain whose advice differed, how you tested it and why your final recommendation remained proportionate. This shows confidence without suggesting that challenge was ignored.
Example Answer
I believe decisions under uncertainty should use the strongest available evidence, make assumptions explicit and include a route to review the choice as new information emerges.
As a Grade 7 programme lead, I had to recommend whether a new casework tool should enter a controlled live phase. Testing showed that the core journeys worked, but the available performance data covered a smaller volume than expected because the test environment had been unstable. A long delay would have affected a legal commitment and increased operating costs.
I identified the minimum evidence needed for a responsible decision and separated it from information that would be useful but could be gathered during a controlled phase. I asked technical, operational and security leads to confirm their highest risks and the conditions needed to contain them. I also reviewed failure scenarios and the service’s ability to return to the existing process.
I presented three options to the senior responsible owner. I recommended a limited live phase with a capped case volume, daily performance checks and clear stop criteria. I recorded the assumptions behind the recommendation and named the people authorised to pause the service. I also secured additional operational support for the first week.
The controlled phase completed without triggering the stop criteria and produced the missing volume evidence. The service expanded only after the data confirmed stable performance. The decision met the commitment while keeping risk visible and controlled.
